A leading provider of electricity generation and capacity to the ISO New England wholesale electricity market sought a thorough compliance audit to evaluate how well its power station facility complied with the requirements of the EPA Risk Management Program (RMP) Rule, as well as the U.S. OSHA 29CFR 1910.119 PSM Standard. The objective of the audit was to evaluate existing operational and safety protocols, identify potential vulnerabilities, and ensure optimal performance and regulatory compliance within their critical infrastructure.
The ioMosaic team conducted an intensive two-day onsite assessment of the client's power station facility. The scope included the PSM-covered Anhydrous Ammonia Process, which requires comprehensive safety measures for industrial refrigeration, including conducting a process hazard analysis (PHA) to identify, evaluate, and control the hazards of the process. Our approach focused on a rigorous review of their PSM program documentation, specifically assessing its compliance with all regulatory procedures. All findings from this comprehensive review were meticulously categorized into three distinct areas:
The results were then summarized in a clear and concise table for easy comprehension with actionable insights.
Our Process Safety Office® PSMPro™ software contains a PSM/RMP compliance and quality audit protocol in electronic format. This protocol lists each requirement of the OSHA PSM regulation, and provides guidance to help interpret requirements, identify potential sources of information, suggest typical program deficiencies, and specify the required documentation. It establishes action items to address compliance gaps and monitors the completion of these items following an audit. The benefit for clients is ensuring continuous safety enhancement and adherence to compliance with a detailed audit history.
Our audit identified 59 critical findings, providing the client with a clear roadmap for improvement. These findings were precisely categorized as 28 regulatory items, 12 RAGAGEP issues, and 19 items requiring local attention. These comprehensive findings, summarized in an easily digestible table, empowered the client to proactively address areas of non-compliance. By implementing the recommended actions, the client can significantly enhance safety protocols, meet all mandated standards, and ultimately create a demonstrably safer environment for their workers.
