Judy A. Perry, CCPSC

Principal Consultant

Mrs. Perry is a Certified Process Safety Professional with more than 35 years of broad-based chemical and pharmaceutical industry experience, and more than 30 years of experience in process safety and operations management. Her extensive background includes Plant Director of Operations at a high hazard batch facility, global process safety and loss prevention leadership, project management, continuous improvement, quality management, and personnel safety and health regulations.

Her expertise encompasses the identification of chemical reactivity, as well as dust explosion hazards and design, mechanical integrity, incident investigation, emergency response, hazard identification and risk assessment for chemical processes including PHAs, as well as development of process safety information. Ms. Perry also has experience supporting needs for capital project management, including selection of designs to meet RAGAGEP. In addition, she has experience with development of Site Security Plan and inspections under Department of Homeland Security’s CFATs regulation.

Project Sampling

Experienced in conducting process safety management audits to ensure compliance with OSHA 1910.119 regulations and EPA’s RMP regulations, as well as audits for RBPS per CCPS Guidelines.

Participated in numerous PHAs and DHAs using various hazard identification techniques, including hazard and operability (HAZOP), layers of protection analysis (LOPA), What-If, and Checklist techniques.

Skilled in managing Process Safety Management systems, including tracking action items from PHAs, MOC, Incident Investigations and PSSRs.

Led teams that were responsible for corporate-wide compliance and process management programs (including various PHA methods) as well as provided mentoring and training.

Developed process safety information and evaluated information and plans, including the development and implementation of Safe Work and Process Safety Management procedures.

Developed numerous global engineering standards related to handling high hazard chemicals, including piping specifications for specific high hazard chemicals.

Developed Engineering Design standards to ensure global standardization for design and proper maintenance of bulk storage tanks, reactors and piping per RAGAGEPs.

Developed DCS automation standards for safety critical alarm and interlocks.

Facilitated process safety management/risk management plan (RBPS/PSM/RMP) audits.
